Abstract This document is an English translation of Moehle's statement regarding an order, issued by the Commander in Chief of U-boats, for U-boat captains to stop attempting to rescue enemy military personnel on the high seas. Moehle states that Doenitz must have been aware of this order and that he, Moehle, disagreed with it but passed it along nonetheless, as was consistent with his duties. The notation, "Comdr Donovan for General Donovan File" appears in the lower left corner of the first page. The notation is handwritten in blue pencil. This document is a typewritten carbon copy of good to very good quality on thin, browning paper.
