Abstract This one-page memorandum to General Donovan is prefaced by Donovan's one-page cover letter to General Betts. The memorandum concerns an SS member named Guido Zimmer who helped arrange the surrender of the German Armies in Northern Italy, an action that saved many lives and would count in his favor in the event that the SS were judged a criminal organization. Both the memo and the cover letter are typewritten carbon copies on stable paper.
