Abstract This memorandum reviews what was evidently a preliminary trial brief in the case against the High Command of the German Armed Forces and assesses the work that remains to be done if the prosecution is to argue successfully that the German High Command constituted a functional group of a criminal nature. Taylor alludes to other briefs that work to establish criminality and that can be integrated into the Becker brief, and is confident that the case can be completed presently. This document is a typewritten carbon copy of adequate quality on stable paper.
