Abstract This document, marked "TOP SECRET," is essentially a procedural memo regarding the occupation of Russia, or those areas of Russia that the German Army expected to occupy prior to launching Case Barbarossa. The document defines the area of occupation and spells out the organization and chain of command within the occupied territories. The responsibility and authority of the various officers within this chain of command are also defined. This document is a typewritten copy on browning, fragile paper.
