ORGANIZATIONAL HISTORY
In 1984, Dr. Joan Davis Ratteray founded the Institute for Independent
Education in Washington DC to provide technical assistance to independent
community-based schools, especially those owned and operated by African
Americans and located primarily in urban areas.
